The overall aims of the Establishment Stage are to establish an operational foundation for the subsequent preparation of the ICZM strategy, plan or programme, and its implementation; to begin the process of understanding the challenges facing the area and the differing perceptions of those challenges; and to begin building a constituency of support for the plan.


Key tasks:

1. Getting Organised – establishing practical mechanisms for coordination, technical support, cross-sectoral involvement and communication.

2. Defining the Territorial Scope - identifying the boundaries of the specific coastal zone and its ecosystems.

3. Getting Started - scoping the problems, issues and risks, and proposing a potential vision for the plan area.

A preliminary assessment of the problems issues and risks along with their relative importance, policy context and interrelationships.
A potential vision for the area.
